Juncker negotiates tricky State of the Union address ahead of Bratislava summit

Following the State of the Union address from European Commission President Jean-Claude Juncker to the European Parliament, DeHavilland has published a blog post on PubAffairs putting the speech in context. Juncker

The most eye-catching proposals were on defence, raising the prospect of the 'EU Army' which has come up so frequently in recent debates. Juncker raised the prospect of a single EU military headquarters, common military assets, and a new European Defence Fund. Other policy highlights included the new telecoms and copyright packages, an Investment Fund for Africa, and a doubling in size and scope of the European Fund for Strategic Investments (EFSI).

As the former Luxembourg PM admitted, there is only so much he and the Commission can do to extract the EU from the various crises in which it is entangled - he placed responsibility for this firmly at the door of Member States, lamenting their lack of unity repeatedly in his opening remarks. The address was followed on Friday by a meeting of the Member States (minus the UK), which produced a roadmap on the EU's future, but little in the way of concrete developments.
